      We should (not throw) rubbish in parks and cities, we should (not buy) things that use a lot of packaging.

      We can (pick up) rubbish if we see it. We can (put) more rubbish bins in our parks and cities.

Now,  a reporter for the magazine National Wildlife is writing an article about animals in zoos and is going to interview some animals to find out more about the advantages and disadvantages of living in a zoo.
